And its not quite the way you think, BTW. Lets look at it like this:

Setup: Rogue walks up to guard. Guard fails spot and listen checks, Rogue is within 5 feet. Rogue declares he's going to attack, DM declares that the Guard is surprised, hence flat-footed.

Surprise Round: Rogue gets one partial action while Guard is flat-footed: He makes one sneak-attack.

1st Round: No initiative is rolled, Rogue is assumed to go before the Guard. He takes a full attack action and gets ALL his attacks on the poor flat-footed guard. He applies sneak attack damage to each one. Now, provided the Guard is still alive, he goes next and is no longer flat-footed.

I think all is correct till he gets to the 1st round. Here he states that no initiative is rolled.
If I'm not mistaken everyone should reroll initiative at the 1st round, even if you use the now standard method of only rolling once for initiative for an entire combat ...
And then, only if the rogue beats the guard's initiative, does he get his full attack against that poor flat-footed (soon-to-be-dead) guard.
