Hi,
DMG magic item section
Bij Rod staat specifiek, can be used by any one. Voor wand & staves staat "can be used to cast spell's".

This is controlled by the type of activation.
Spell Completion items (Scrolls) can only be used by people who have the spell in their spell list (but they need not actually know it) and the caster level must be matched.
Spell Trigger Items (Staffs and Wands) can only be used by people who have the spell in their spell list (but need not actuall know it)
Command Word items can be used by anyone and the DMG states that unless another method is suggested in the item description or the type of item you should assume that a command word is used. All that is required is knowledge of the command word so anyone can use it.
Finally there is Use Activated, this basically means that the owner uses the item to acheive and effect and that for non-continuous effects this is usually a standard action unless noted otherwise and anyone can use an item in this way.

Spell Completion Items(Scrolls) have a chance of failure if your level is not =/above the caster level neccesary. For a 9th level Wizard to cast a Wish spell whose caster level is 17, he must roll a 8 (17-9) or better on a d20.
In addition, a Mage can not use a scroll of Dispell Magic written by a Cleric (Divine Magic) and vice versa.
Command Word He was slightly off. Command word items EXCEPT for Spell Trigger items (Staves and Wands sometimes have Command Word) can be used by anyone that knows the command word. Staves or Wands that have command words can still only be used by people that have the spell on their list and who know the command word.

The Spell list they are referring to are the general spell list's per class. Meaning that a staf of the woodlands could be use by a ranger for the entangle but not the barkskin. (meaning up to what is know to someone of his class but not higher)
