Since this came up on last saturdays session I did some more research on it over the weekend. Wrecking my way through several books (players, dmg, MoF aso ...) I had to come to the conclusion that normally it is not possible to recharge items.
However, there are a few exceptions to the general rule.
First, most of the artifacts (and mostly Staves) seem to recharge themselves over time or by draining other magical spells/powers.
The only thing I've found are Dwarven Glowstones, a minor artifact from the Magic of Faerun.
They come with max 1000 charges which can be used to re-charge, on 1 for 1 basis, any magic item they touch. Note however that the Glowstones have other uses as well, including healing and many more ...
